Circular about Public Consultation on the Revised Guidelines for Social Responsibility in Chinese Outbound Mining Investment

In 2014, the China Chamber of Commerce of Metals, Minerals and Chemicals Importers and Exporters (CCCMC) organized a group of experts to develop the Guidelines for Social Responsibility in Chinese Outbound Mining Investment (hereinafter referred to as the Guidelines). The development of the Guidelines was supported by GIZ as part of an initiative of the GIZ EMM Network under the framework of the “Sino-German Corporate Social Responsibility Project” that was jointly initiated by the Chinese and German governments. The Guidelines represents the first inclusive standards that are internationally applicable and specific on social responsibility for Chinese mining industry with comprehensive content, and fills the blank in China in social responsibility standards for Chinese “going out” enterprises in mining investment and cooperation. The Guidelines has been highly recognized internationally and received positive comments from the United Nations, OECD, domestic and foreign governments, NGOs and mining industry. By responding to the concerns of various parties on responsible business practices in China’s outbound mining development, the launch of the Guidelines shows a responsible attitude from the Chinese mining industry, and was seen as an important milestone in the international arena.
In order to effectively push forward the implementation of the Guidelines, CCCMC has established the “Sustainable Mining Action Plan” (hereinafter referred to as the SAMP). SMAP has been recognized and supported by the Ministry of Commerce of the People’s Republic of China, the Department for International Development of UK (DFID) and GIZ. It is listed as the first concrete project to implement the MOU on Sustainable Development Cooperation jointly signed by the China and UK governments, and included under the Emerging Market Sustainability Dialogues by GIZ.
SMAP consists of eight modules and 25 actions, including: building partnership network and communication platform; formulating sustainable development standards; sharing advanced experience and awareness raising; increasing recognition by international and domestic governments, industrial and business sectors; developing social responsibility performance improvement tools; providing think-tank support from international and domestic experts; developing capacity building plans and conducting relevant activities; performance evaluation; synthesizing the best practices; and dissemination of responsible images.
One of the key tasks of the SMAP is to develop practical tools to improve Chinese outbound mining companies’ CSR performance, by using the Guidelines as guiding principles. Thus, it is essential to ensure the accuracy, rigor, accessibility and credibility of the Guidelines. To achieve this, CCCMC organized a group of domestic and international experts to further revise and improve the Guidelines to ensure that the content keeps up with the times, and fully considers the demands and concerns of enterprises and stakeholders, so to better guide enterprises to achieve a win-win situation through responsible investment and operation.
A revised version of the Guidelines will be open for public consultation for 14 days (from 3rd to 15th August, 2017, ten working days).
